| Abstract | Abstract: Natural disasters have become increasingly frequent and severe in recent decades, posing significant challenges to fiscal sustainability in emerging and developing economies. This paper investigates the association between natural disaster exposure, public debt dynamics, and fiscal vulnerability using an unbalanced panel of 119 emerging and developing economies. Using a fixed-effects framework with Driscoll-Kraay standard errors to address cross-sectional dependence and serial correlation, the analysis examines both the contemporaneous disaster-debt association and the role of initial debt levels in conditioning this association. The results provide weak evidence of a positive contemporaneous association between natural disaster exposure and public debt. The evidence becomes stronger when disaster exposure is measured with a one-year lag, suggesting that disaster-related fiscal pressures may appear gradually rather than immediately. More importantly, the interaction results provide evidence that the disaster-debt association is stronger in countries with already high public debt burdens. This pattern is consistent with a fiscal vulnerability mechanism in which limited fiscal space may constrain governments’ ability to manage disaster-related fiscal pressures. Financial development and government effectiveness are included as control variables to account for broader structural conditions, but the main estimates do not provide strong direct evidence that these factors are systematically associated with weaker disaster-related fiscal pressures. These findings highlight the need for improved fiscal buffers, disaster exposure financing mechanisms, and resilient fiscal institutions in emerging and developing economies facing rising natural disaster exposure. |
